Profile

Dr. Uttara is the Vice President for Internal Quality Assurance and Internal Audit (IQA-IA) as well as a lecturer in CamEd Business School. Dr. Uttara has worked as Academic Dean of Education and English for 20 years. He has also been teaching a variety of courses in English and educational management and leadership from Bachelor to Doctoral degrees. He used to be a permanent member of the National Committee on Doctoral Degree Program Preparations, an Interim Director of Department of Standards and Accreditation of the Accreditation Committee of Cambodia (ACC), a Team Leader of ACC Assessors, and a Consultant to the Ministry of Education, Youth, and Sport and to several INGOs.

Dr. Uttara holds a PhD in Educational Leadership and Management, specializing in Quality Assurance from De La Salle University-Manila. In addition, he received training on International Deans at Osnabruck University of Applied Sciences, Germany, and Leadership in Higher Education at Harvard University, the USA.
