Brief Introduction

CamEd Business School is a premier school for accounting and finance in Cambodia. It was established in 2000 to serve and meet the changing needs of the society for qualified graduates who have qualities that are on par with international standards. Key to achieving this quality education is through the effective and efficient Internal Quality Assurance (IQA) system aiming to improve the quality of inputs, the quality of processes, the quality of outputs, and the quality of outcomes in line with the national, regional and international standards.

Internal Quality Assurance Mission

To promote confidence in the quality standards of education provided by CamEd Business School through a systematic process of careful monitoring, accurate evaluation, and continuous enhancement of the quality of inputs, the quality of processes, the quality outputs, and the quality of outcomes. 

Internal Quality Assurance Principles:

Principle 1: Holistic Approach All aspects of CamEd Business School’s operation are subject to assessment, evaluation, and reporting.
Principle 2: Self-Assessment CamEd conducts periodic self-assessment to ensure that it achieves its mission and stays on par with national, regional and international standards.
Principle 3: Continuous Enhancement CamEd Internal Quality Assurance and Internal Audit Unit (CamEd-IQA-IA) focus on assisting all departments to continuously improve the quality of provision.
Principle 4: Planning Framework CamEd must have proper plans that are designed in collaboration with all key stakeholders. All plans must align with the quality assurance framework. The objectives must be SMART: specific, measurable, attainable, realistic and time-bound.  Clear processes and procedures must be determined and tools be developed to ensure effective implementation.
Principle 5: Data and Resources Data collected from multiple sources must be analyzed to develop a full understanding of the performance/function. Results are used to inform future planning and implementation to serve a continuous improvement purpose.
Principle 6: Quality Teaching and Learning, Research, and Community Services Quality teaching and learning, research, and Community services are essential to the School’s mission, goals and activities.
Principle 7: Benchmarking and Accreditation The School evaluates its achievements against its mission and goals, and appropriate national, regional and international benchmarks and standards or criteria, following an outcome-based approach.
Principle 8: Collegiality and Team Spirit All departments collaborate throughout the institution to develop a quality culture. Key approaches to developing a quality culture may include, but are not limited to, rigorous peer reviews, cross-departmental collaboration, team spirit, exchange of best practices, and ethos of critical self-evaluation.
Principle 9: Independence Internal assessors must be independent of the unit/department/office which they are assessing and be trained on internal assessment.  Internal assessors must have freedom of judgment yet strictly observe code of conduct and avoid conflicts of interest. Therefore, their reports must be accurate and fair.

CamEd conducts an institutional evaluation every year. The purpose of this evaluation is to collect feedback from all the key stakeholders such as students, academic staff and support staff about the school’s resources and quality management system.

Faculty Evaluation by Students Reports

Every academic staff member is evaluated by their students twice a semester. The purpose of this evaluation is to collect feedback from the students in order to improve the quality of teaching and learning.

Classroom Observation by Faculty Council Reports

All academic staff are observed by the Faculty Council, whole members are elected by the majority of the academic staff. Each tenured academic staff member is observed once a semester, while a new academic staff member is observed twice per semester. The main purpose of this classroom observation is to build a good rapport with the academic staff and to give concrete feedback for improvement of the quality of teaching.

Tracer Study Reports

A tracer study is conducted every year by an independent consulting firm that is selected through bidding.  The main purpose of this tracer study is to collect demographic data about the graduates’ employment status, to assess the level of alignment between the knowledge, skills and attitude acquired at school and their application to the workplace, and to evaluate the quality of the services provided by the school.

Accreditation, Recognition and Memberships

CamEd has been recognized and accredited nationally, regionally and internationally. CamEd remains the only institute in Cambodia that received a Platinum Certificate of quality recognition by ACCA. The ACCA and CAT qualifications are issued by the ACCA in the United Kingdom and the diplomas in Cambodian Tax and Cambodian Business Law are awarded exemptions from the ACCA and CFA.

In 2019, CamEd was the first institute in Cambodia that received a certification of ISO 9001:2015, and in 2019 CamEd was the first and only institute in Cambodia that was awarded a full accreditation by AUN-QA. Also, CamEd was among the first 10 HEIs in Cambodia that received a full accreditation by ACC in 2020.

Recently, CamEd has been rated “5 Stars” by the QS Star Ratings, based on the United Kingdom, and CamEd has been awarded “Candidacy Status” by the Accreditation Council for Business Schools and Programs (ACBSP), based in the United States. Currently, CamEd is a member of Association to Advance Collegiate Schools of Business (AACSB), based in the United States, and a member of the Asia Pacific Quality Network (APQN). 

The Accreditation Council for Business School and Programs (ACBSP) is the biggest global network that specializes in accreditation of accounting and business schools and programs. Located in the USA, ACBSP is recognized by the US Department of Education and the Council for Higher Education Accreditation (CHEA). ACBSP has provided accreditation worldwide to more than 13,000 individual members from more than 60 countries. CamEd Business School is the first and only higher education institution in Cambodia that receives FULL ACCREDITATION OF THE BACHELOR OF ACCOUNTING AND FINANCE Program by ACBSP. This accreditation is valid for 10 years. All lecturers and professors of CamEd Business School are also FULLY ACCREDITED by ACBSP. This is the pride of Cambodia.

The program has achieved great success in placing its graduates with leading international companies in Cambodia. CamEd graduates greatly outnumber the graduates of other universities employed by the “big four” accounting firms including EY, Deloitte, PwC, and KPMG. For many public accounting and audit firms, CamEd graduates are in excess of 50% of the professional employees.

Dr. Sok Uttara

Vice President for IQA & Internal Audit
PhD in Education
Dr. Uttara is the Vice President for Internal Quality Assurance and Internal Audit (IQA-IA) as well as a professor in CamEd Business School. Dr. Uttara has worked as Academic Dean of Education and English for 20 years. He has also been teaching a variety of courses in English and educational management and leadership from Bachelor to Doctoral degrees. He used to be a permanent member of the National Committee on Doctoral Degree Program Preparations, an Interim Director of Department of Standards and Accreditation of the Accreditation Committee of Cambodia (ACC), a Team Leader of ACC Assessors, and a Consultant to the Ministry of Education, Youth, and Sport and several INGOs. Dr. Uttara holds a PhD in Educational Leadership and Management, specializing in Quality Assurance from De La Salle University-Manila. In addition, he received training on International Deans at Osnabruck University of Applied Sciences, Germany, and Leadership in Higher Education at Harvard University, the USA.

Ms. Maria Isabelita Manzon-Cabrera

Ms. Maria Isabelita is an advisor to internal quality assurance and internal audit department. She is a Certified Public Accountant with a degree of Bachelor of Science in Commerce major in Accounting which she achieved with the honors of magna cum laude and valedictorian. She has had the highest score in Accounting Theory in the Philippine CPA exams. She holds a Master of Distance Education degree from the University of the Philippines Open University. She is also a Kindermusik-Licensed Educator in the USA. She has worked with the leading audit firm in the Philippines Sycip, Gores, Velayo and Company. Her work experience covers 15 years of multinational exposure in accounting, marketing, training, continuous education, administration and customer services both in supervisory and management capacity. Currently, she is an Executive Director and Audit Partner with a national audit firm in Cambodia.

Mr. Mean Udam

Internal Audit Manager
ACCA, MSc in Professional Accountancy
Mr. Mean Udam is an Internal Audit Manager as well as the secretary to the Board of Trustees at CamEd Business School. He successfully completed the Association of Chartered Certified Accountants (ACCA) in 2020 and achieved the highest score in Financial Accounting 1 and Financial Accounting 2 in September 2017 in Cambodia. He has recently completed a Master of Science in Professional Accountancy in the University of London in 2021. Mr. Udam has more than 5-year experience in higher education, involving particularly in curriculum review, teaching and learning support, assessment and quality assurance. Currently, Mr. Udam is a member of the Association of Chartered Certified Accountants (ACCA), with 3-year experience in the accounting and auditing field. He is also an assessor of the Asean University Network Quality Assurance (AUN-QA) who contributes to the quality of higher education in many countries in ASEAN. Moreover, he has been teaching and advising audit papers and providing course tutorials for several years.

Ms. Khin Kanika

IQA Supervisor

Ms. Khin Kanika is an Internal Quality Assurance Supervisor at CamEd Business School. She also manages the activities of the American Chamber of Commerce in Cambodia (AmCham Cambodia). She has graduated with dual Bachelor degrees in Banking and Finance, as well as a Bachelor of Arts in English. She recently completed Certified Accounting Technician (CAT) in 2021 and achieved the highest score in Financial Accounting 2 in September 2020. Ms. Kanika has been working for more than 7 years, supporting the learning support center, specifically in budgeting, teaching and learning assessments.
