H.E. DR. HANG CHUON NARON

H.E. Dr. HANG Chuon Naron is currently Minister of Education, Youth and Sport and the Vice Chairman of the Supreme National Economic Council (SNEC), a Think Tank of the Royal Government of Cambodia. He holds Master’s and Ph.D. degrees in International Economics from the Moscow State Institute of International Relations, an Advanced Diploma in Insurance from the Chartered Insurance Institute, United Kingdom, and the Malaysian Insurance Institute. In 2012, he received a Master’s degree in International Law from the Royal University of Law and Economics and the University of Lyon 2, France, and was awarded a Diploma in the Law of the Sea by the Rhodes Academy of Oceans Law and Policy. In 2018, he earned Ph.D. in Educational Leadership and Administration from Chulalongkorn University.

H.E. Dr. Hang worked in various diplomatic missions and research institutions as a political and economic analyst. Since 1999, he has held various positions at the Ministry of Economy and Finance, such as Research Coordinator of the Economic Advisory Team and First Deputy Director of Budget and Financial Affairs Department. In 2000, he introduced the reform of school financing. In 2001, he was appointed Deputy Secretary General in charge of Policies, ASEAN, financial industry, economic analysis, and coordination with the IMF and the World Bank. He held the position of Permanent Secretary of the Ministry of Economy and Finance from 2004 to 2010, and a number of positions in State-owned companies and research institutes. He represented Cambodia at the ASEAN and ASEAN+3 Finance and Central Bank Deputies Meetings. In 2010, he was appointed Secretary of State of Economy and Finance. He represented Cambodia at the Meetings of G20 Finance Ministers and Central Bank Governors during Cambodian chairmanship of ASEAN in 2012. He coordinated policy dialogues between the Cambodian Ministry of Economy and Finance and Asian Development Bank, International Monetary Fund and the World Bank.

He is author of a number of government policy papers and socio-economic development strategy and books on Cambodian economy and public finance. His book, “Cambodian Economy: Charting the Course for a Bright Future”, was published by the Institute of Southeast Asian Studies (ISEAS). In September 2013, he was nominated Minister of Education, Youth and Sport and published in 2016 a book in Khmer entitled: “Education Reform in Cambodia: Towards a Knowledge-Based Society and Shared Prosperity.

Ngoy MAK received a Master Degree of Arts in Education from the Moscow State University of Pedagogy, Russia, Former Soviet Union (1986-1992) and a Master Degree with Honours in Educational Administration from the University of New England, Australia (1997-1998). He is a Director General of Higher Education, Ministry of Education, Youth and Sport. With this position, he is in charge of Higher Education policy formulation as well as overseeing the implementation of the policy and regulations. He served as a Project Manager of the First World Bank’s Project on Higher Education Quality and Capacity Improvement (2011-2017). Currently, he is also a Project Manager of the Second World Bank’s Project on Higher Education Improvement (2018-2024). These projects are instrumental in building the capacity of higher education practitioners in Cambodia. Regionally, he serves as a Board Member of the SEAMEO-RIHED and has contributed a lot to the regional higher education development and harmonization within ASEAN and beyond.

Dr. HUL Seingheng is currently Director General of the General Department of Science, Technology & Innovation of the Ministry of Industry, Science, Technology & Innovation. He has experience for more than ten years in policy development and implementation, particularly in science, technology & innovation sectors. Dr. Hul has been a trainer and coach in many national and international communities with wise experiences in bridging knowledge to practices. He has 14 years of working in research and innovation in higher education institutions. His most interesting careers are to build the enabling environment of university Industry government linkages. Academically, He passed his formal engineering education from a PhD degree to Bachelor degree.

Dr. Paul Stumb was named as the 26th President of Cumberland University in August 2015. He has served Cumberland University since 2003, when he became an Adjunct Professor for two years before being named Dean of the Labry School of Science, Technology, and Business, a position he held for 10 years before he was named president. During his tenure as president, Cumberland has seen record enrollment and the addition of over 40 new faculty members.

Prior to joining Cumberland University, Dr. Stumb enjoyed a successful career in the for-profit business sector, serving in a variety of increasingly responsible positions including: Director of Marketing and Business Development for Georgia Pacific Corp, General Manager of American Corrugated, Vice President for Operations and Owner of One Coast Network, and Regional Vice President for Curtis 1000 Inc. Earlier assignments included work in the nuclear industry with Lockheed Martin Energy Systems, and 26 years of service in the US Navy Reserves, where he retired with the rank of Commander. Dr. Stumb is a graduate of the Navy War College Strategy and Policy Program, and holds a BS in Engineering from Auburn University, an MS from the University of Tennessee, Knoxville, a Master’s in Education from Cumberland University, and earned his PhD at the University of Tennessee, Knoxville.  Before joining CU, he served as an Adjunct Professor for the National Security Agency, Georgia State University, Shorter College, and Middle Tennessee State University. He is a member of a number of professional and honor societies, and deeply engaged in several civic and professional activities.

An internationally acclaimed expert in the domain of Human Resource Management and a well-known management Guru, Prof. Biswajeet Pattanayak is the Founder and President of ASBM University. With an exceptionally enriching career spanning over three decades, he has held rewarding positions like Professor of IIM – Indore & Lucknow, Director of Indian Institute of Bank Management (an institution of Reserve Bank of India), Vice-Chancellor of KIIT University and Group HRD Head of the Essar Group. He had also taught at National Institute for Industrial Engineering (NITIE), Mumbai. He has been awarded Ph.D. and D.Litt. in Organizational Behavior and D. Sc. in Management Science, and is a Fellow of All India Management Association (AIMA), New Delhi.

He had become a full Professor of Indian Institute of Management (IIM) at the very young age of 35 and went on to adorn the position of Director of the RBI run Indian Institute of Bank Management at the age of 37, a rare distinction indeed.

Prof. Pattanayak was appointed by the Hon’ble President of India as a member of the Courts of Central University of Rajasthan and Guru Ghasidas Central University, Chhattisgarh. He is an Advisor to the Union Public Service Commission, Government of India. He is the Mentor of the World Bank assisted Center of Excellence in Human Capital Development of Utkal University under Odisha Higher Education Programme for Excellence and Equity. The Hon’ble Chief Minister of Odisha has appointed him as a mentor under the ‘Mo School’ initiative of Government of Odisha. Earlier, he was appointed by Government of Odisha as a member of the State Level Committee.

Prof. Pattanayak established the Asian School of Business Management (ASBM) at Bhubaneswar in 2006. During the last 14 years, ASBM has emerged as a top ranking b-school of the country with international accreditation by Accreditation Council for Business Schools and Programs (ACBSP), USA.

An avid researcher, Prof. Pattanayak has to his credit 104 research publications in national and international refereed journals and 27 books. Dr. Sok Uttara is currently the Vice President for Internal Quality Assurance and Internal Audit (IQA-IA) as well as a professor in CamEd Business School.  Ken is currently Professor in Strategy and Competitiveness at CamEd Business School, Phnom Penh, Cambodia, having been Professor at KBTU Business School, where he was appointed in January 2013. He teaches strategy, behavioural economics, research methods and management science to bachelor’s, master’s degree and PhD students. He co-chairs the Harvard Business School Microeconomics of Competitiveness (MOC) Asian Chapter for KBTU. Ken is also a Visiting Research Fellow at the Royal Institution of Great Britain (RIGB), where he was appointed in May 2012. He has many years’ experience advising governments in Eastern Europe, Central Asia and the Middle East.

Ken Charman is highly experienced consultant and business school faculty, in the economies of the transition process in Eastern Europe and Central Asia, having started on assignments in Hungary in 1991 whilst completing his MBA at London Business School, and then living and working as a university lecturer (now professor) and professional economist and government policy advisor in Kazakhstan, other Central Asian Republics, Eastern Europe, and the Middle East since 1993. Ken graduated with a Bachelor’s Degree in Economics and Agricultural Economics from Nottingham University (1980-83), an MBA from London Business School (1989-91), and a PhD in International Business from London Business School (1994-98), with his thesis topic on international joint ventures in Kazakhstan, and his research and data collection carried out in the Republic of Kazakhstan during the early years of transition. He has specialised in transition economics since the early 1990s, and has published work on the economics of transition, and on Eastern Europe and Central Asia in addition to the numerous analytical reports and articles carried out for international donors in the course of his assignments.

Ken was instrumental in establishing Central Asia’s first international business school, Kazakhstan Institute of Management, Economics and Strategic Research (KIMEP), in Almaty between 1993 and 1996, where he was Head of the Master’s Degree Programme in Economics. Since then he has been at the heart of policy advice at senior government level on economic reform, public sector reform and regional development, having led several large-scale international donor projects, primarily for the European Commission in Belarus, Syria, Kyrgyzstan and Kazakhstan. He has also undertaken managerial and advisory roles in both private and public sector in numerous countries including Turkmenistan, Kyrgyz Republic, Uzbekistan, Tajikistan, Azerbaijan, Ukraine, Moldova and Hungary. He also spent three years as policy advisor and international project manager for the European Commission in Brussels and was senior advisor to the European Commission on international development projects in Central Asia. He was team leader of the EU “Central Asia Invest” during 2013.

Ken was Team Leader of a Euro 3.2 million EU Project: ‘Support to the Educational Sector of the Kyrgyz Republic’ (2014-19), supporting the Kyrgyz Ministry of Education and Science to develop the secondary, vocational and higher education systems in the Republic, covering all regions of Kyrgyzstan. He led the team of 5 core experts and 15 short term experts in programme budgeting for education and public finance management, educational experts on standards and accreditation in universities and schools, a team of legal experts on redevelopment of legislative framework in the education sector. This project was primarily responsible for the assessment of the Sector Wide Approach (SWAp) conditions for the receipt of EU budgetary support in all areas of education management, financing, school management, university management and vocational education and training, and was also responsible for providing training programmes in all sectors of educational management for senior and junior staff at the Ministry of Education and Science and the Ministry of Finance in Kyrgyz Republic.

She has worked with the leading audit firm in the Philippines Sycip, Gores, Velayo and Company (Ernst & Young). Her work experience covers 15 years of international multinational exposure in accounting, marketing, training, continuous education, administration and customer services both in supervisory and management capacity. Currently, she is an Audit Partner with a national audit firm in Cambodia.

After obtaining his Bachelor’s degree in International Relations from the Georgia Institute of Technology in Atlanta, USA, Travis Mitchell initiated his career working at an international public health NGO for several years. He then pursued his Master’s degree in Lund, Sweden and conducted research in Cambodia at a local think tank in 2011. Realizing the dynamism that Cambodia was experiencing, Travis relocated back to Cambodia in 2013, where he worked as a Research Fellow at The University of Cambodia. He was later promoted as the Director of the Council for Research and Creativity, where he helped create and foster a culture of research throughout the Institution. He simultaneously served as the National Coordinator of the Contemporary Teaching Methods for South Asia (CONTESSA) research project financed by the European Commission. After spending almost seven years developing human resources in Cambodia, Travis has served as the Executive Director of the American Chamber of Commerce (AmCham Cambodia) since 2020, where he works with members of the private sector, creates opportunities for growth and investment, and cultivates ties between American and Cambodian business people. He also serves as an official advisor to H.E. Dr. Kao Kim Hourn, Secretary-General of ASEAN, and he is the Co-Chair of the Overseas Security Advisory Council (OSAC).

Fata No, an education specialist at the World Bank Cambodia, has actively engaged in all the education projects and analytical work from early childhood to higher education. Before joining the World Bank, he had wide experience working as a university lecturer, a senior officer in the Ministry of Education, Youth and Sport, a senior researcher at the Education Research Council, and a freelance consultant for many well-known national and international institutions working in the education sector. He was awarded a PhD in Educational Development from Hiroshima University, Japan, in 2012.

Ms. Jamiyansuren is Director of Partner Relationships and oversees the Asia Pacific operations of Peregrine Global out of her office in Tokyo, Japan. She has over twenty years of experience including economic, business, leadership, and higher education consulting. As an international consultant and economist, Alimaa focuses on building strategic relationships with HEIs, public and non-public organizations located in the USA and around the world. Ms. Alimaa’s areas of expertise include training, communications, global partnerships, leadership and professional skill development, and higher education quality assurance. She was born in Mongolia and received her undergraduate and graduate degrees from Bryn Mawr College in Pennsylvania USA and Tufts University in Massachusetts USA, respectively, and an honorary DBA from Ider University, Mongolia.

Ken is currently Professor in Strategy and Competitiveness at CamEd Business School, Phnom Penh, Cambodia, having been Professor at KBTU Business School, where he was appointed in January 2013. He teaches strategy, behavioural economics, research methods and management science to bachelor’s, master’s degree and PhD students. He co-chairs the Harvard Business School Microeconomics of Competitiveness (MOC) Asian Chapter for KBTU. Ken is also a Visiting Research Fellow at the Royal Institution of Great Britain (RIGB), where he was appointed in May 2012. He has many years’ experience advising governments in Eastern Europe, Central Asia and the Middle East.

Ken Charman is highly experienced consultant and business school faculty, in the economies of the transition process in Eastern Europe and Central Asia, having started on assignments in Hungary in 1991 whilst completing his MBA at London Business School, and then living and working as a university lecturer (now professor) and professional economist and government policy advisor in Kazakhstan, other Central Asian Republics, Eastern Europe, and the Middle East since 1993. Ken graduated with a Bachelor’s Degree in Economics and Agricultural Economics from Nottingham University (1980-83), an MBA from London Business School (1989-91), and a PhD in International Business from London Business School (1994-98), with his thesis topic on international joint ventures in Kazakhstan, and his research and data collection carried out in the Republic of Kazakhstan during the early years of transition. He has specialised in transition economics since the early 1990s, and has published work on the economics of transition, and on Eastern Europe and Central Asia in addition to the numerous analytical reports and articles carried out for international donors in the course of his assignments.

Ken was instrumental in establishing Central Asia’s first international business school, Kazakhstan Institute of Management, Economics and Strategic Research (KIMEP), in Almaty between 1993 and 1996, where he was Head of the Master’s Degree Programme in Economics. Since then he has been at the heart of policy advice at senior government level on economic reform, public sector reform and regional development, having led several large-scale international donor projects, primarily for the European Commission in Belarus, Syria, Kyrgyzstan and Kazakhstan. He has also undertaken managerial and advisory roles in both private and public sector in numerous countries including Turkmenistan, Kyrgyz Republic, Uzbekistan, Tajikistan, Azerbaijan, Ukraine, Moldova and Hungary. He also spent three years as policy advisor and international project manager for the European Commission in Brussels and was senior advisor to the European Commission on international development projects in Central Asia. He was team leader of the EU “Central Asia Invest” during 2013. Ken was Team Leader of a Euro 3.2 million EU Project: ‘Support to the Educational Sector of the Kyrgyz Republic’ (2014-19), supporting the Kyrgyz Ministry of Education and Science to develop the secondary, vocational and higher education systems in the Republic, covering all regions of Kyrgyzstan. He led the team of 5 core experts and 15 short term experts in programme budgeting for education and public finance management, educational experts on standards and accreditation in universities and schools, a team of legal experts on redevelopment of legislative framework in the education sector. This project was primarily responsible for the assessment of the Sector Wide Approach (SWAp) conditions for the receipt of EU budgetary support in all areas of education management, financing, school management, university management and vocational education and training, and was also responsible for providing training programmes in all sectors of educational management for senior and junior staff at the Ministry of Education and Science and the Ministry of Finance in Kyrgyz Republic.

Dr Muhammad M. Ma’aji is a Chartered Accountant with the ACCA, a Certified Valuation Analyst with the CFI and an Associate Professor at CamEd Business School Cambodia. Dr Ma’aji also works as Business Consultant with Yuanta Securities, an investment banking firm in Cambodia.

Dr Ma’aji holds a PhD and MSc in Finance from the Universiti Utara Malaysia and a BA in Accounting & Finance from the University of Greenwich, UK. Dr Ma’aji has mentored and coached CamEd students to compete at several Local and International competitions and in 2021 and 2022, the CamEd team won the Local CFA Research Challenge Competition and became Sub-Regional Champions the same year. Before joining CamEd Business School, Dr Ma’aji worked as a Research Assistant for the Centre for University-Industry Collaboration (CUIC) Universiti Utara Malaysia, where he fully participated in two national research grants awarded by the Ministry of Higher Education and Ministry of Rural and Regional Development, Malaysia. Dr. Poornima Narayan has more than two decades of professional experience as an educationist, an economist, a development practitioner and an activist working with marginalized communities like tribals, fishermen communities, and urban poor. She is a trained and experienced practitioner and activist who knows the functioning of Local Self-government in Kerala.

Dr. Poornima is the lead author of the Human Development Report – Ernakulam District, 2010 and she has contributed to the tribal development and public health chapters of the report.

She has been engaging in the area of policy both as a researcher and as an implementer especially during her term as an elected LSG representative. Since 2018 onwards she has been contributing significantly in addressing the disaster related crisis in the urban, coastal and tribal area. She has developed a digital solution to the medical consultation at the PHCs in Ernakulam District – Patient Logistics Management System (PLMS). She has also developed a mobile application for reporting Reproductive Tract Infections among the fisherwomen and commercial sex workers (KHID – Kudumbashree Health Information Dashboard).

Dr. Siphat Lim is a Ph.D. graduate majoring in Econometrics, a full-scholarship program offered by a prestigious Thammasat University, a renounced university in The Kingdom of Thailand. Before commencing his Ph.D., he was awarded a full-scholarship by the Bank of Thailand for a Master’s Degree of Science in Finance majoring in Financial Engineering and Risk Management at the university thereof. Meanwhile, he had also earned a Master’s Degree of Art in Economics majoring in Monetary Economics from the Pannasatra University of Cambodia and a Bachelor of Accounting from the National University of Management. He was also employed as a full-time Economist at the National Bank of Cambodia and a member of the Exchange Rate Regulator Committee for many years. Dr. Sok Uttara is currently the Vice President for Internal Quality Assurance and Internal Audit (IQA-IA) as well as a professor in CamEd Business School. Tapas R. Dash is currently the professor of Economics and research advisor at the CamEd Business School, Phnom Penh, Cambodia.

Professor Dash is a Doctorate degree holder in Analytical and Applied Economics with a sound academic background. He has more than 27 years of experience in academic administration, teaching, research, capacity building, and guiding research scholars. As a consultant, he is involved in conducting and managing a number of research and consultancy projects such as feasibility, baseline, end-line, evaluative and impact assessment studies funded by the international and national organizations including the Government. Till date, he has successfully completed around 40 research and capacity building projects, some of which are funded by ILO, Swiss Agency for Development and Cooperation, USAID Cambodia Green Future, Aide et Action, Oxfam, Plan International, Heifer International, Transparency International, People in Need, and others.

As a research supervisor, professor Dash has guided more than 15 scholars in their doctoral research degrees and more than 100 students in their research projects for MBA degrees. He has written/edited five books, including more than 25 research papers published in national and international journals. His latest edited book is on Cooperatives in the Global Economy (Lexington Books – an imprint of The Rowman & Littlefield Publishing Group, Inc., USA, 2021) and COVID-19: The Economy and Society (Allied Publishers Pvt. Mr Veung Naron has joined the Cambodia Development Resource Institute (CDRI) as a PhD scholarship awardee under the r4d programme’s project “Skills for Industry”, focusing on the garment, food processing and electrical and electronic sector since mid-2018. He is currently doing his PhD degree at Paññāsāstra University of Cambodia. In 2015, he obtained his master’s degree in International Development from the Graduate School of International Development, Nagoya University, Japan. His research interests include TVET, skill development, curriculum development, job market intermediaries, and youth employment.

Luu Thi Nguyen is a faculty member at the Faculty of Business, FPT University. She received her PhD degree in Business Administration at Tongji University. Her research focuses specifically on the field of strategic management, CSR, and entrepreneurship. Her work has been published in such journals as Journal of Cleaner Production, International Journal of Technology Management, European Journal of International Management, Sage Open, and South East Asian Journal of Management, and accepted for oral presentations in AOM, AIB, and EURAM annual meetings.

Dr. Le Thi My Hanh, is a well-known Vietnamese skilled professional. She is currently the Head of Business Administration of FPT University – Da Nang campus, Vietnam. In addition, she currently supports in diverse Colleges and Universities lectures as a Professor of Logistics and Supply chain management, E-business, Education and other fields. She obtained her Ph.D. in Port and Logistics Systems from Dong-A University, Busan, South Korea and a Master’s Degree of Management of Technology and Innovation at Korea University of Technology and Education, Cheonan, South Korea. She holds other diverse specializations and training concerning research but not limited to Education, Logistics & Supply Chain Management, Tourism, Circular Economy and New Technology trends in industry.

Working as a researcher and a professor for more than 10 years, she believes education becomes the shining light in the path of human civilization.
